What this Means for Indiana
A casino in Wayne County would bring new revenue into Indiana, not shift dollars from existing casinos. Independent analysis shows the region can attract visitors who currently spend their entertainment dollars outside the state, particularly in Ohio.
Wayne County’s location along Indiana’s eastern border allows the state to capture out-of-state spending while minimizing impacts on existing Indiana casinos. This creates a smart opportunity to grow Indiana’s gaming revenue responsibly.
The Indiana Gaming Commission commissioned an independent study by Spectrum Gaming Group, which identified the Wayne County region as a strong opportunity for new gaming activity. The study estimated the area could generate approximately $105.9 million in annual gaming revenue, largely from new dollars entering Indiana’s economy.
This opportunity aligns with Indiana’s long-standing gaming policy: grow revenue, protect existing assets, and ensure strong regulatory oversight.

What this Means for Wayne County
A casino would create new local jobs across hospitality, operations, security, maintenance, and administration, providing stable employment opportunities for Wayne County residents.
It would also generate local revenue without raising taxes. Through local agreements, casino revenue can be directed toward community priorities such as infrastructure improvements, workforce development, public services, and quality-of-place investments.
Additional visitors would increase hotel stays, restaurant traffic, and spending at local businesses, strengthening Wayne County’s tourism economy and supporting small businesses.
Most importantly, this process is community-driven and transparent. Any casino in Wayne County would require approval by the Indiana General Assembly, oversight by the Indiana Gaming Commission, and a local public vote through a referendum, ensuring residents have a direct voice in the decision.
