Richmond is on a Roll is an education initiative led by the Wayne County Area Chamber of Commerce. The campaign was created to help residents better understand an economic development opportunity and to ensure the community has access to accurate, timely information early in the process. The goal is to provide clear explanations of what a casino proposal would mean for Wayne County, how the decision-making process works, and what steps are required before anything would move forward.
This initiative is focused on education, and is intended to support a transparent, informed community conversation. Residents deserve reliable information, clear timelines, and a straightforward view of what is known, what is still being evaluated, and what decisions remain ahead.

Independent Gaming Study
In 2025, the Indiana Gaming Commission commissioned an independent gaming market analysis conducted by Spectrum Gaming Group. The study examined casino locations across Indiana and neighboring states, including market demand, drive times, and out-of-state competition.
The analysis found that certain regional and border markets, including areas in eastern Indiana, show unmet gaming demand. These findings help inform statewide decision-making.
The study does not guarantee a casino for Richmond or Wayne County. It is a tool used by policymakers alongside public input and legislative review.
